Windows 10: Cannot Download Windows ISO File for Windows 11

I am receiving the following error message when trying to download the ISO file:We are unable to complete your request at this time. Some users, entities and locations are banned from using this service. For this reason, leveraging anonymous or location hiding technologies when connecting to this service is not generally allowed. If you believe that you encountered this problem in error, please try again. Finding .IMG or .ISO file in Windows 8.1 Pro download

Hey guys,

In preparation for my new PC I downloaded Windows 8.1 Pro from Dreamspark, and I wanted to burn it to a DVD, so I can install it on the new PC.
However, in the downloaded files I can't find a .IMG or .ISO file anywhere. I understood that the .IMG file is the one you need to burn to the DVD?

Any suggestions?

The one @liquid Cool actually linked gives u a Microsoft.com link for a iso file (or it does for Windows 7).
