Windows 10: Cannot enable Virus and Threat Settings.

I need to turn off virus and threat protection settings, but whenever I try to it says 'Page not available' I do not have a third party antivirusI think I might have downloaded something from the web that contained malware, but I deleted it all and then performed a computer reset. Is it possible that one of the malware things might still be on my PC and causing this?Have tried registry editor, and others.

Virus And Threat Protection is not Enable

Currently i'm using Windows 10

In my Windows Defender the Virus And Threat Protection is not been enabled and it is showing to restart

when im clicking on restart button for virus and threat protection

it is showing the message "ENABLE CONTROLLED ACCESS FOLDER OR EDIT PROTECTION"

i have also tried the command gpedit.msc but it also not executing.

Is there any solution for this problem.

Thank you so much for replying. I followed your steps but this hasn't solved the problem - still no virus and threat protection. The registry value was 3, and I changed it to 2 as you suggested. Should I change it back?

Any other suggestions?
