Windows 10: Cannot fully maximize steam window if I log in to my hotmail account

This problem has bugging me for years since I upgraded to windows 10. The above pictures are from my laptop. But in my desktop computer, it is similar.Background: We know that the windows of different applications have layers. The window on top of all other windows is usually the one that we recently interacted with. So if we just wrote something in a notepad window, it would be at the top layer. If we maximized it, then it would hide every other windows behind it on the screen and we cannot see anything that's behind it, right?And now my problem is: for other applications, they all work un

I only respond to TPU msgs in my hotmail account so that wasn't the case. I honestly had to change the password before I could log into my account.

NEVERMIND: For some odd reason the field to change password every 72 days was checked.
