Windows 10: Cannot Install 32-bit Programs on New Laptop

My mother-in-law just upgraded her laptop computer today. I'm trying to install several older programs oldest is dated 2004. Each one will start the installation process, but once I click through the InstallShield Wizard and actually start to install the files, nothing happens. At first, I was thinking it is because they are all 32-bit program, and she has a new 64 bit computer, but my searches indicate this shouldn't be a problem. Here is a typical screenshot that I am getting for all 4 programs.Any suggestions on how to troubleshoot it?

I have installed a 32 bit program onto a windows 7 32 bit laptop but cant see it anywhere.

As per the heading I have installed a 32 bit programme onto my Windows 7 32 bit laptop but I can't see it anywhere in programs etc. I have been to the add/remove programmes and it is listed there. I have also tried accessing it via the search box but no
luck either

Can anyone give me some advice please on where the programme might be and how to access it.

How do I install IE 32 bit and/or switch from 64 bit to 32 bit?

Windows 10: Internet Explorer

• You need to have Windows 10 64-bit(x64) to use this feature
• To check:
  • Click on Windows Key
  • Click on Settings
  • Click on System
  • On left panel click on About
  • On right panel check system type:
    • System Type: 64-bit operating system, x64-based processor
      • That means you have Windows 10 64-bit
    • System Type: 32-bit operating system, x86-based processor
      • That means you have Windows 10 32-bit
• Internet Explorer
  • 32-bit(x86):
    • C:\Program Files (x86)\Internet Explorer\iexplorer.exe
  • 64-bit(x64):
    • C:\Program Files\Internet Explorer\iexplorer.exe

Note:

• You cannot switch between Windows 10 32-bit to 64-bit. you need to re-install Windows 10 64 bit.
• To download Windows 10 64-bit:
  Microsoft - "Windows 10 - Download tool now"

32-bit Program Hangs After Loading on My New 64-bit Notebook

I've been running a 32-bit program on my 64-bit (older) Lenovo laptop for some time now, but when I installed the same program on my new HP Envy laptop, it just loads with the normal screen, but won't allow any interaction. I need to get Task Manager to
end the program. Both PCs are running Windows 10 Home with Update 1903, so I don't know what's going on.

Some differences between the two machines are as follows:

Lenovo: i5 Intel, 8GB RAM, 15.3" display

HP Envy: i10 Intel, 16GB RAM, 17.3" display

Is there some Compatibility code written into the 64-bit Windows 10 software to enable running 32-bit programs?

Just wondered if this is the case, maybe it's missing from my new laptop. Where would I check this, and how do I get it if needed?
