Windows 10: Cannot install a program because of some unknown administrator!

I have just purchased a new computer and have been attempting to install a little add-on program for Word that I use when grading papers. I have used it on all of my computers since 2009 and never had a problem. Now when I try to install, it says an administrator is blocking the install for my protection:

I have tried suggestions found here and on the web, but nothing seems to work. I am the administrator and the computer is mine with no other users. Help. This is slowing down my work because of the manual comment entry.

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
