    Whenever I try to allow the app to make changes, there isn't any option to click yes. There's only no. What do I do to fix this?

    Everything worked out until step 6 because when I tried to add a title, it said "Cannot load X:/Windows/System32/config/SAM: The process cannot access the file because it is being used by another process"

    server 2016 same error as windows10

    we had a power surge with all systems flicker, desktop and server.

    desktops rebooted server did not and wouldn't refresh

    I went through this process

    [FIX] "There Was A Problem Refreshing Your PC'' In Windows 10

    on the command line I followed the directions

    and the result was

    X: \windows\system32>cd %windir%\system32\config

    X: \windows\system32\config>ren system system.001

    X: \windows\system32\config>ren software software.001

    The process cannot access the file because it is being used by another process

    X: \windows\system32\config>

    any suggestions?

    I am not sure if I have posted this in correct area, I am lost

    C:\WINDOWS\System32\Config\SOFTWARE is fragmented but will not clean

    WINDOWS\System32\CONFIG\software is reported as corrupt but will not be cleared. What do I do?
