Windows 10: Cannot log into windows after a full reset and wipe

I decided to fully clean and reset my computer. It worked fine until it was done and i tried to log in to the computer. I do not get any option to log in to an admin account, and my old user gets the error message "your pin is No longer available due to a change on this device. Click to set Up your pin again". When i proceed to set up my pin i get another error saying "the user profile service failed the Sign-in. User profile cannot be loaded".I have tried my best to google solutions, but nothing i have found resembles My problem. I have also tried running "startup repair" through troubleshoot

Google Chrome keeps resetting bookmarks position

Can you list what tasks/steps you've done thus far in your attempt to resolve it?

Have you logged off your profile (if using Sync) and done a complete wipe of the browser?

How about uninstall and then wipe any remaining data?

Do you have another device you can sort on that it works fine or you could test with?

 

How to reset whole netsh? (Windows 7)

Was wondering has the commands changed somehow since on Windows XP and on Windows Vista 'NETSH INT RESET ALL' cleaned entire netsh up from top to bottom.

Now on Windows 7 this same command says no go and only way I can see it is by building .cmd/.bat which does something like:

(I know I could add more entire list of entries there is, but looking for clean delete/wipe settings & default everything not to dump entire list of resets.)

So, anyone got a plan B?

 

Wiping computer

Your report suggests that your installation has suffered some damage which prevents Windows from doing a reset. In such stubborn cases I would do this:

1. Create a new media installation disk:
   
   http://windows.microsoft.com/en-us/windows-10/media-creation-tool-install
2. Run setup.exe on this disk.

It would wipe everything, including your data and all applications.
