Windows 10: Cannot make in-game purchase but have payment method working in Microsoft Store

I am unable to make any in-game purchases at all from within the Township game, which is available from the Microsoft Store. My payment method is working fine with other things, and nothing is suspended. I have run the Troubleshooter for "Microsoft Store Apps" and nothing is wrong. I have reset the app numerous times. I have run "WSReset.exe" and then rebooted my Windows 10 laptop. Nothing seems to work.The game offers in-app purchases. Whatever I attempt to buy, the game will cheerfully bring up the purchase box, and immediately default to "Get Started! Add a way to pay." Here's an ex

To add a payment method or switch between payment methods By default, apps are added to your phone bill when mobile payments are offered. To pay with a credit card instead:

• On the phone or on windowsphone.com, tap
  Add or switch payment methods on the purchase confirmation screen.
• Add a new payment method or change the payment method.

Like always, things are made difficult for the end user

I have removed my visa card, but now have my mobile operator listed as a payment method, how to REMOVE this ?
