Windows 10: Cannot open apps for ~5 minutes following boot/restart after installation of Build 18362

Installed the major Windows 10 update Build 18362 a couple of days ago. After the update finished, Windows rebooted fine but I could not open any application. Neither did the requested programs appear in Task Manager. Nothing was taking up too much CPU, RAM, etc., however the Service Control Manager service was not responding.


This lasted for ~10 minutes, after which everything was fine.


Now, after every wake from Sleep or reboot, it takes ~5 minutes before I can open any application.


I checked the Reliability Monitor, and there were two Windows Failures listed immediately after a subsequent update today (the 2019-07 Cumulative Update for .NET Framework 3.5, 4.8 for Windows 10 Version 1903 for x64 (KB4506991)). These were both LiveKernalEvents with the code 144. Details below.

A search suggested this might be due to older drivers with the new OS version, so I made sure they are up-to-date.

Mail app will not open on 10041.

This is the suggested solution below if you haven't already tried it.

In this Windows 10 build 10041, the Mail, Calendar, and People apps may be broken due to a licensing issue with the Store Beta. To get these apps working again, you need to follow these steps:

• Open powershell as administrator
• Run the command Get-appxprovisionedpackage –online | where-object {$_.packagename –like “*windowscommunicationsapps*”} | remove-appxprovisionedpackage –online
• Re-install Mail, People and Calendar from the Store (green tile)

 

Mail app will not open on 10041.

I did that to no avail, then I ran WSReset.exe; now I'm good on all 3, Mail, Calendar and People! *Confused
Go figure!

I suggest the following simple steps:

1. Set the autosave options in MS Office to a low value say 5 minutes.
2. Setup file history to autosave frequently - the shortest period is 5 mins
3. Install Macrium Reflect Free and configure it to do a daily incremental system backup

You should be well covered if you do the above to protect your key files.
