Windows 10: Cannot open explorer after 2023-11 cumulative update.

My laptop forced an update when during hibernation going in or coming out of hibernation.When I click a folder to explore, the screen flashes black everything disappears and then the windows screen rebuilds itself. I can still access files via applications eg. File menu, load/open file. But cannot access anything via the explorer.I have hard restarted my laptop twice. I have checked for any additional updates there are none, and apparently all updates installed see screenshotI can no longer access any of my files via explorer which is essential for WINDOWS. This is a severe bug.****

Why would an in-place Upgrade solve this problem? I did all the steps listed here but not the in-place update. The error I see in the Windows update window is "Download error - 0x8024401c" for 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706). Its been logging this error since 3/17/2023

Note that on 2/15 everything seemed fine:

2023-02 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5022845)

Successfully Installed on 2/15/2023

2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497)

Successfully Installed on 2/15/2023

Windows 11 23H2 upgrade broke File Explorer, it will not run

Good news!

Problem seems to be fixed by 2023-11 Cumulative Update for Windows 11 Version 23H2 for x64-based Systems (KB5032190) update released 11/14 that I installed on 11/15. In the Knowledge Base notes is the following under File Explorer:

• This update addresses an issue that stops File Explorer from opening.
  

It worked for me, no longer have any problems, no need to re-install (somehow I couldn't roll back 23H2 update and had no recovery point before that time).
