Windows 10: Cannot open ports no matter what.

I am simply trying to open port 21, or any port for that matter on COX cable. I was told by cox that since its business internet, they don't block any ports at all on their end. I set up a simple FTP server, set port 21 in the firewall and forwarded the ports on my linksys router. Port test says port 21 "not open". So i DMZ the PC in the router. No good. I disabled the windows firewall. No good. I disabled the firewall in the linksys router and the PC. No good, still says port blocked. I called cox and made sure my modem/gateway is in bridged mode. Im at a complete loss. Any ideas?

USB Port Oddities


Ok, let's see it with pictures step-by-step. First right-click on the USB device and select Update driver software:





Then select Browse my computer for driver software (LAST option) :





The select Let me pick from a list of device drivers on my computer (LAST option) :





Then select the standard driver from the list and click next:





Click next/OK as required to complete installation. Repeat the steps for all Intel USB devices. Finally click on each USB root device and press DEL to delete it, reply YES when asked. After deleting all USB root devices restart the computer.

Port is being blocked

Upon researching, this seems like an issue due to the port scan. You may want to try the steps listed below and check if it works.

• Login to your Netgear
  NX6200 Extender GUI.
  
• Click on Advanced tab and choose
  WAN Setup.
  
• Check the box for Disable Port Scan and DoS Protection.
  
• Allow it to update and check if the port is still being blocked.

ISP Blocking Port Forwarding Conspiracy???

I've come across a few posts that suggest that some cannot open/forward ports from their modem. It's been suggested that it's a direct result of ISPs trying to crack down on torrenting. However, I am not sure how true this is. Is there a way to test this? Is there a way to see if a port is forward on your modem if it's open or not?
