  1. cannot operate scroll bars in menus on a webpage -- too narrow

I already read how to enlarge scroll bars using HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetricsBut I suspect that this applies to scroll bars in normal windows -- e.g. the scroll bar of the edge window -- which I can operate.I'm talking about the scroll bar in a menu on a webpage:

  2. Scroll bars in Win10 too narrow

The scroll bar being so narrow was also a huge aggravation to me so I figured out a "work around" fix. Here are the instructions:

Scroll Bar Too Narrow Here’s a Fix
    6-30-16

    1. Open a webpage

    2. Click the icon to the left of the “Close Page X”
in the upper right corner of your screen and your page will become smaller.

    3. Move the page to the far right edge of the screen and to the top edge of the screen by clicking and holding your cursor on the top blank portion of the page (the blank portion of the page that is in line with the closing X) and drag the page
to the top edge & to the right edge of the screen simultaneously.
The webpage should now be in the upper right portion of your screen.

    4. Place your cursor on the left edge of the page so you see the
< -> arrow and while holding your clicker down slowly drag the edge of the page all the way to the left of the screen.
    Then release your clicker.

    5. Do the same with the bottom of the page by placing your cursor on the bottom edge of the page so you see the
<-> arrow and while holding your clicker down slowly drag the edge of the page all the way down to the bottom of the screen.
    Then release your clicker.

    6. Your scroll bar should now be wider and easier to see and use.

    NOTE:
The resizing of your browser webpage like this will stay in place this way even if you close and reopen the browser or shut down your computer and re-boot it. I tested it on my computer and it stays.

cannot operate scroll bars in menus on a webpage -- too narrow

Scroll bar on main menu scrolls straight to last item

When I click on the scroll bar of the main windows menu (bottom left button) and start to scroll down, the scrolling then continues automatically to the last item on the list so that I can't access the others. It is as if gravity has taken charge! There is no problem with scroll bars in web windows or in Excel. I think the same problem was happening in Word last week but it is not today. I have tried following various recommended fixes including a clean boot, running Windows defender scan and switching off some mouse functions. I am no computer expert so it is possible I have perforemd all these actions correctly. Nothing has solved the problem. I've also tried a different mouse.
Any suggestions as to what is the cause of the problem and how I might fix it would be very much appreciated. The graphics card is fairly ancient: could this be the problem?
