Windows 10: Cannot properly move windows with mouse

I am a former MCSE, network engineering PM at Fortune 500's. I also worked MS Corporate in MS ITGE in Redmond, as PM building helpdesk organizations. So, please don't ask the basic troubleshooting steps, questions and assume they've been done. I have a Windows 10 machine, all drivers updated on all components. I want to move a window any program from one screen to the next I have 3 monitors. My mouse will grab a window and half the time it'll register minimize/maximize in the window, but not "grab". I spend time fighting the window from playing the Max/Min the target window over and

The different mouse that I tested on this works perfectly, but unfortunately, the mouse I used originally that I tested on the other computer, didn't work properly, just the buttons.

So, I bet that I'll either use the new mouse, which gets uncomfortable, because it's meant to be hidden in the computer via USB... Or, I buy a different mouse. Or, find the solution to the original problem..
