Windows 10: Cannot repair error code 0x8007139f

I cannot sign into my Microsoft account as this error code pops up when I try. Tried the troubleshooter to repair 0x8007139f did not work.

When I try to scan my PC , it says that the scan could not be started and "the group or resource is not in the correct state to perform the requested operation." and displays the Error Code 0x8007139f.

I several times restarted the computer but it shows same Error Code 0x8007139f.

i am using

WINDOWS 10 Operating System (64 bit)

Activated with Digital Entitlement
