Windows 10: Cannot reset my computer, and computer is restarting repeatedly.

I was noticing that the performance of some of my games had dropped recently, and I figured it was about time to do a full reset of it to start over from a clean slate. I searched for the reset function for my PC, and started the process. After waiting a little while, it then told me that it could not reset. I then tried again, only to end up in some sort of Windows purgatory. It's just a blue screen with a bunch of settings to try to repair my PC. I tried all of the options available to me on the screen, as well as searching up a bunch of ways to fix the fact it would not let me reset my PC. Nothing has worked. Eventually, I tried setting my default boot environment to windows 10, instead of the recovery environment. It then took a little while, and then restarted. And then restarted again. And again. It has been restarting constantly, booting up for about 10 seconds and then immediately powering down, then restarting again. I have no idea how to stop whatever it's doing, because it definitely does not seem right. Further, even if the restarting issue is fixed, I have no idea how to get my PC to actually reset correctly, because nothing has worked.

Would absolutely love to get some help on these two issues. Of all the things windows has problems with, you would not expect resetting your PC to be one of them.

when you start the computer up press F8 repeatedly until you get a list of how to start windows, choose do not automatically restart on system failure. if your getting bsod's list what your getting here so we can further help you. IF the system is not getting bsod's and still restarting as you say then i would look into getting a line conditioner for your computer as you might be having power issues.

Thank you john for all of your help i decided to get the usb my computer came with and factory reset it i didnt have anything that personal or valueable so its ok thanks for the help though i appreciate it
