Windows 10: Cannot reset pc, carry out start up repair or some command prompt

I cant reset my pc. I can't get any of the trouble shoots to work and when after I sfc scannow and dism online cleanup image cannot be carried out. I cannot get into my pc and start up repair does not work. What can I do?

I am repairing a laptop for a friend and I need to access windows in safe mode and the owner has forgotten the password to the main user. I tried logging on with the administrator profile in safe mode but it is not showing up so I was going to use command prompt in safe mode with command prompt but command prompt will not open when I boot that option. Does anyone have any hints for me to figure this out?

Would I just follow the same steps within safe mode after hooking up to the other system?

When the Automatic repair fails, we can suggest using the command prompt from Windows 10 Boot Options menu to run bootrec commands to fix the files the Auto Repair couldn't. Here are the steps:

• On the windows Recovery Option, choose Troubleshoot >
  Advanced Options.
• Select Command Prompt.
• Enter the following commands in the Command Prompt:

• bootrec.exe /rebuildbcd
• bootrec.exe /fixmbr
• bootrec.exe /fixboot
