Windows 10: Cannot reset PC with recovery media

I have a surface go 2 which had a problem installing an update. Now when it boots it goes to the blue recovery menu. None of the options work. Startup Repair can't do it. System Restore says there is no restore point and System Image Recovery can't find an image.I have tried making install media on a USB drive but I have the same problems.There is no option to Rest this PCAnd when I try to reinstall windows I can't becue the drives are locked with bit locker. I do have the recovery key but there is no place to use it when doing an install. I'm not concerned about losing data I just need the

Unable to reset the pc

Hello,

If you are having that message while trying to reset your computer, We suggest you to create an installation media for Windows 10 using Media
Creation Tool and perform a Reset.

Once the installation media is created, follow the steps below:

• Insert the installation media you created, and then restart your PC.
• On the Install Windows screen, select Repair your computer.
• On the Choose an option screen, select Troubleshoot. From there, you can use Safe Mode. Select
  Advanced Options >Reset This PC>Remove everything.
• After the reset is complete, check for status.

Give us an update on what happens.
