Windows 10: cannot rotate new photos on windows photo apps

i'm not sure if it have to do with windows or some settings on my galaxy note 10+ phone.
most strange thing happened.
all photos i took from yesterday and moved them to my pictures folder in win. 10 i get this massage when i'm trying to rotate them:
"you cannot rotate this picture. it may be in use or open in another program, or the file is red only".
the file is not read only.

all of my intermissions are open.

the strange thing is that older pictures that i move from my phone and they are in my pc folder i can rotate.
even when moving older pics from my phone storage i can rotate.
the problem is only with new photos taken.
i checked properties and couldn't find any difference from older photos.
the only thing that i can think about is that it all happened after i got and installed an up date for android , that i think had to do something with security.

Alternative to Photo Viewer.


Hi.

I am using build 10147 now, and Windows Photo Viewer is not working here as it used to. The new look/appearence of the Photos App is very cool, but is there any third party software that can be an alternative of the good old Windows Photo Viewer?

I want a program/app that will open a photo from explorer, will provide flip/rotate and delete options, and will shift to the next photo simply. A photo library organizer and integrated photo editor etc are not wanted by me.

Rotate Photo

The Photos app built into Windows 10 does not actually rotate a photo, it just marks it as rotated, then if you upload that photo, you will find it is not ctully rotated . . .

To truly rotate a photo:

Right click a photo in Windows File Explorer and choose Open With - Choose another App - Paint

In paint you can rotate the photo, left and right and flip . . .

Then save the file and it will be truly rotated . . .
