Windows 10: Cannot run any programs that require .Net Framework v4.0 or higher on Windows 10

I just recently upgraded my computer and installed Windows 10. Aside from a few growing pains from switching from Windows 7 everything has gone relatively smoothly with the exception of this one issue. For some reason whenever I try to run any program that requires the .Net Framework I get the error
"To run this application, you must install one of the following versions of the .NET Framework:
v4.0
Contact your application publisher for instructions about obtaining the appropriate version of the .NET Framework."

(Obviously the version changes depending on the program, but it's the same error message with a different version number.)


I figured it would have been a simple enough fix of uninstalling it and then reinstalling it, but since it's a Windows Feature now you can't easily do that. Even if you disable it you can't use the installer to install the newest version. I've tried using the .NET Framework Repair Tool as well and it says that it finished with no errors.


A shortlist of things I've tried so far:

• Trying to run the offline installer without changing anything. (It said a newer version was installed.)
• Disabling .NET 4.7 in the Windows Features menu, restarting, and then trying to install with the offline installer. (It still said a newer version was installed.)
  
• Disabling .NET 4.7 in the Windows Features menu, restarting, then re-enabling it, and restarting.
  
• Keeping it enabled and running the Repair Tool. (All the repair tool did was "Reregister Windows Installer service" and "Restart Windows Installer service.")
  
• Disabling it and running the Repair Tool. (All the repair tool did was "Reregister Windows Installer service" and "Restart Windows Installer service.")

Everything I've looked up has lead to sketchy sites or are fixes for versions of Windows other than Windows 10 so I'm more or less at my limit as to figure out what to do.

.Net Framework v4 client

Is it ok to uninstall .Net Framework v4 client from windows 10? If so then how would I go about doing this. There is no entry in Programs and Features to uninstall this. There are registry entries for both v4 and v4.0 client. Is there an automated way to
do this?

Microsoft .NET Framework, Unhandled exception

I suggest you to un-check and recheck .Net framework 3.5 and .Net framework 4.6 advance series from Windows features.

Try the following steps:

• Press Windows + R keys to open Run command.
• Type Appwiz.cpl and select "turn Windows feature on or off" from the left
• Uncheck .Net framework 3.5 and .Net framework 4.6 advance series.
• Restart the computer
• Repeat step 1 and 2 and check .Net framework 3.5 and .Net framework 4.6 advance series.
• Restart the computer.
