Windows 10: Cannot scroll mouse in certain windows like task manager

I've had this weird issue for a long time. Basically my mouse wheel scrolls in my browser, Word, the new Windows Settings, control panel, and most other applications. However, it is not able to scroll in "core" settings windows such as task manager, device manager, disk management, services, etc. BUT if i exit my mouse driver, it is suddenly able to scroll in those windows. I suspect it is due to having multiple mouse drivers installed at some point. But I've uninstalled all the ones I can think of. Is this a fault of the driver of my current mouse? My mouse is the Perixx Perimice 718.

Scroll issues in Task Manager, Windows 10

steps to reproduce the problem

1. open task manager
2. click on more details if its not
3. go to performance tab
4. decrease its height till it has two scrolls for the two sections
5. hover over the right section (CPU, Memory, …) and try to scroll

Do let us know if your touchpad functionality is fine other than the mentioned issue?

As you are facing issues with scroll options in few of the applications on Windows 10. Try the below and check if it helps.

Method 1: I suggest you to change the mouse & touchpad settings and check if it helps.

• Press Windows key, type mouse
  and select Mouse & touchpad settings.
• Choose appropriately with the following options and check if the issue persists.

• Roll the mouse wheel to scroll
• Choose how many lines to scroll each time
  

Method 2:

Step 1: As you are using touchpad, I suggest you to use different mouse to different ports and check if it helps.

Step 2: I suggest you to boot the computer to Safe mode and check if the issue persists.

How do I change scroll direction of a mouse NOT listed under Mice?

Thanks; yes, those are great directions and did work to change the direction of the wired mouse that came with the computer. But the mouse I'm using doesn't show up as a mouse in the hardware list, so I can't follow the rest of those steps. I need the mouse to appear on the list of mice in order to complete this sequence.
