Windows 10: Cannot see bluetooth option after custom CPU install

I recently did a custom USB reinstall of Windows. Afterwards, I could not see the usb toggle. I've tried a number of things already.I've installed all of the various Windows updates, post install. I've looked in device manager and don't see Bluetooth there.I've confirmed the Bluetooth Support Service is running I've confirmed the Bluetooth Audio Gateway Service is runningI've confirmed airplane mode is offThe troubleshooter is not very clear. WiFi and Bluetooth Options Disappeared from Device management

I suggest you to follow the steps below and check if it helps.

Step 1: Run the Network Adapter troubleshooter.

  Press Windows key +X, select
  Control panel.
  
• 
  Change the view by option on the top right to
  Large icons.
  
• 
  Click on troubleshooting and click on the
  view all option on the left panel.
  
• 
  Run the Network Adapter troubleshooter.
  

Step 2: You may follow the steps and check if it helps in resolving the issue, as the device might be hidden.

    Press Windows key + X.
    
  • 
    Click on Device Manager.
    
  • 
    Click on View.
    
  • 
    Click on Show
    Hidden Devices.
    
  • 
    Search for the Bluetooth device.

• May we have a screenshot of the build of your computer? To check, refer to the steps below:

• On your keyboard, press Windows key + R.
• Type 'winver', and then press Enter.

• Which update are you exactly referring to? Is it Windows Update?
• Have you checked the share options if your preferred options were available?

Bluetooth is not working — troubleshoot claims I don't even have it

I have done all the following steps:

- installed bluetooth driver from manufacturer
- hit windows update
- updated / uninstalled bluetooth items listed in Device Manager and restarted the PC
- updated / uninstalled USB drivers listed in Device Manager and restarted the PC (USB drivers automatically came back but not bluetooth)
- turned on and restarted all bluetooth support in services.msc
- conducted bluetooth troubleshooting
- conducted hardware troubleshooting
