Windows 10: Cannot select picture in windows 10 screen goes to black

I can see the pictures in slideshow so it's not a background setting problem.


When I attempt to change the background picture, the pictures do not show up in preview. I select browse and select a picture then the screen goes black and the drop down shows solid color. This happens every time I try to change the background picture. I went into regedit and the background picture is in the directory but Windows will not display it.
