Windows 10: Cannot set limits on child account

My son got a new laptop and set up his Microsoft account. I already had a Microsoft account. We both show as "organizers" in the family. I am unable to set time limits for him. The instructions say to "click on the family member to set limits" but when I click on his name nothing happens. Do we need to change his status so only I parent am an organizer? How do we do this?

Set time limit for Child account

account.microsoft.com/family. Sign in with your Microsoft account, select the name of the child whose settings you want to change, and follow the instructions from there.

Microsoft Family safety not working properly and not able to extened the time limit for child account usage on Windows 10.
