Windows 10: Cannot sign in after enabling built-in administrator account no accounts displayed at startup

Hello,My issueI am running Windows 10 64-bit but I cannot sign in. Windows starts normally until sign in screen, where there are no accounts displayed. I see only the sign-in page background image and the menu options, with no account to click on.Here is what I did that created the problem:I enabled the built-in administrator using this command as described in this learn.Microsoft article.net user administrator /active:yesThen I rebooted from Settings > Advanced restart options, with the intention of starting in Safe mode.But Windows launched into account setup it said "Hi" and asked a few

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.

Enabling hidden elevated administrator account fails

To understand the issue better, let me know if you have any other administrator User Account?

If you have other administrator user account, you may login to that user account and try to
enable built-in administrator account. If there are no other administrator user accounts, you may enable built-in administrator account from WinRE and check if it helps. To enable built-in
administrator account follow these steps:

• 
  Insert the Windows 10 Installation Disc.
  
• 
  Click on Repair your System.
  
• 
  Click on Advanced Startup Options.
  
• 
  Click on Command Prompt.
  
• 
  Type: net user administrator /active: yes
  

Note: Please follow the same steps and type
net user administrator /active: no to disable admin account after the troubleshooting is done.
