Windows 10: Cannot start any program 'as administrator' - Windows 11 Pro

When I try and run any program as administrator, the program just doesn't start. I have tried the following:1 Run cmd.exe as a new task from task manager, with Administrator Privileges. This works, and the CMD window opens as expected with the admin permissions.2 Checked UAC is set to: Notify me only when applications try to make changes to my computer default 3 Tried other UAC settings 4 Created a new local admin user - same issue 5 Run many malware scanners 6 sfc /scannow - no issues found7 dism /online /cleanup-image /restorehealth8 Boot into safe mode - same issue.Version: 10

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

 

Configuring Open value program with CSP for windows 11 pro

My requirement

1. I want to purchase windows 11 pro Volume license under Open Value Program along with KMS to support my local activation process
   (KMS is only available if I purchase through Open Value prg)
   

My re-seller suggested

1. Purchase windows 11 Pro with CSP (I will get MAK)
   
2. Upgrade above license with the Open Value agreement to get KMS
   

Problem/Query

1. Is this the correct way to obtain/purchase Volume license along with KMS ? if Yes - Help me with further queries - if No - share me the proper way to purchase (re-sellers doesnt know much so dont refer to them)
   
2. How can I link my CSP with KMS(Open value agreement) - Reseller doesn't know this
   
3. To purchse CSP - Re-seller has SKU/part code - DG7GMGF0CGSH
   
4. Please share SKU/part_code for Open value program - windows 11 pro - re-sellers doesn't get the same from any distributor from India - so sad but true.
