Windows 10: Cannot start any program 'as administrator'

When I try and run any program as administrator, the program just doesn't start. I have tried the following:1 Run cmd.exe as a new task from task manager, with Administrator Privileges. This works, and the CMD window opens as expected with the admin permissions.2 Checked UAC is set to: Notify me only when applications try to make changes to my computer default 3 Tried other UAC settings 4 Created a new local admin user - same issue 5 Run many malware scanners 6 sfc /scannow - no issues found7 dism /online /cleanup-image /restorehealth8 Boot into safe mode - same issue.Version: 10

Windows 10 and starting a program as administrator

We can run as administrator simply by right clicking on the shortcut and clicking "Run as administrator".

Another possibility is to change properties of the shortcut so that right clicking is not necessary. The steps to do this are as follows:

1. Right click on the program (shortcut)
   
2. Click on Properties
   
3. Navigate to the Shortcut tab and find "Choose enhanced properties of this shortcut"
   
4. Click on Advanced...
   
5. Check Run as administrator
   
6. Click OK twice
   
7. (Optional) Rename the shortcut to know it runs under administrator rights
   

Previous method can make two independent shortcuts.
Another option:
Note that following method changes rights to the whole program, so you cannot have two independent shortcuts for a single program. If you just want to run program as administrator by right clicking, that is also valid option. The below changes rights to all shortcuts of the program.

1. Right click on the program (shortcut)
   
2. Click on Properties
   
3. Navigate to the Compatibility tab
   
4. Check Run this program as administrator
   
5. Click OK
   

 

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

 

Settings can't be opened using the built-in administrator account


Hello,
Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.
