Windows 10: Cannot turn on bitlocker

I had a corrupt windows profile and had to reinstall windows last week. I ended up with two hdd not the C drive showing the yellow exclamation point in explorer. I did a bunch of research and discovered it is a bitlocker issue. I used the command prompt to turn bitlocker off it would not turn off any other way on one of the drives as a test the yellow exclamation point is now gone and bitlocker is off and now I cannot get it to turn on. When I try to turn it on using the command prompt it tells me bitlocker won't work with my version of windows despite the fact it is ON the two other dri

We suggest doing the following steps again to resolve the issue. To complete the procedure, make sure that you have the following information:

• You must be able to provide administrative credentials.
• The drive must be BitLocker-protected.

To suspend BitLocker Drive Encryption on an operating system drive, please follow the steps below:

• Click Start, click Control Panel, click
  System and Security, and then click BitLocker Drive Encryption.
• Click Suspend Protection for the operating system drive.
• A message is displayed, informing you that your data will not be protected while BitLocker is suspended and asking if you want to suspend BitLocker Drive Encryption.
  
• Click Yes to continue and suspend BitLocker on the drive.

Turn of Bitlocker

I have an external USB drive encrypted with Bit locker

Was able to access it just fine with the password

Choose the “turn off BitLocker” option

It went through the steps of decrypting

The drive disappeared from the file manager when it returned it was still locked and the password I used prior no longer works from the command line. It says I have the wrong password

If I choose "Unlock Drive" from windows OS I get "The BitLocker Encryption on This Drive isn't Compatible with Your Version of Windows try a newer version"

• I have tried on three machines and still no luck
