Cannot unpair controller that is not actually paired at all

My switch pro controller has been working completely fine with my pc for months until it started not pairing today, I checked the bluetooth settings and it is already apparently paired according to windows which is not true as it is off and not connecting. attempting to remove the "paired" device results in a failed removal and all other methods for removal have also not worked such as deleting from device manager and from registry as well as rebooting many times inbetween and still it is "paired" as below:This is meaning I cannot use my controller at all.Other bluetooth devices will connect

    :)

Pairing a phone to a car

One thing I would add ... There should be a list of paired devices on the phone, If so it would be best if you "UnPair" any devices listed on the phone as well as the phones shown on the Car. To Unpair a device from an Android Phone go to Settings, Bluetooth and there should be a list of paired devices - at the right of each paired device is a "Cog" icon click on this and click on the unpair option, repeat for any other unneeded devices.

Sometimes paired items get out of sync and both sides need to be removed to re-pair

Pairing a phone to a car

    Hi there
I've found also with Blu Tooth that the whole thing becomes unpaired if you have say a SatNav in your car with audio traffic alerts / warnings enabled. Same thing can happen with an inbound call.

If your car has a decent AUX IN it's probably easier to use the headphone output from your phone to the AUX in if you car has one. Mine has a decent Aux in by the central "lift up" console (coffee mugs, space for change etc) where I can put the whole phone in it.

I don't make or receive calls on mobile phones while driving.
On our roads even looking at a satnav while moving can be dangerous at times -- we need to keep our eyes on the road 100% of the time -- lot of black ice around -- very hazardous - so putting phone out of reach and just playing music etc is just fine done that way.

    Cheers

Bluetooth Devices Automatically Reinstall, and cannot be unpaired

The issue is; when I pair a device with my computer using Bluetooth I am no longer able to unpair, or even uninstall the device, as if i do, somehow windows will just automatically reinstall it even if it's not connected. This means that if i connect the device to something other than my computer, I can no longer re-pair it with my computer as it thinks that the device is still paired.

When I pair the device from the Bluetooth section of control panel, the device will disappear from the control panel Bluetooth menu, and the only way to see that the device is connected is by looking in device manager.
Here is an image I have found of what the Bluetooth section of the control panel should look like with paired devices:

Now here is what mine looks like even though I have a number of devices connected:

    Here's what I've Tried
I have removed, and completely uninstalled all Bluetooth devices from the PC using device manager (even the hidden devices), and also uninstalled all Bluetooth applications from the control panel.
After doing the previous steps, I reconnect the Bluetooth dongle (ASUS BT-400) and install the driver I downloaded from the Asus website. As soon as the driver for the device install, all of the previously paired (since time began) devices will install and windows will think they air all paired (again I can see this though the device manager).

I had this issue when I was on windows 8.1 and I have it again now. I did a clean install of windows 10, and the issue still persists even though I have tried two different Bluetooth adapters (to make sure one wan't faulty). How is Windows storing these devices to re-install even though they're not connected?
