Windows 10: Cannot update contact information in main and lists.

I am the editor of a small town newsletter. As such, I have many contacts saved and often they need to be updated per requests to receive mail in an alternate spot or when a person adds or removes a submission. I can update a contact's info, it shows as the new info when I go to Outlook People, but when I try to send a message to that contact it will only show up as the old address. It also shows as the old info if I search for that contact in a contact list. Same goes if I try to add that edited contact to a new list. I have tried to remove them from the contact list and re-adding them, even tried completely removing the contact and adding them as a new contact with the correct info, but that brings up a 'no results found' when I type in their name. I believe I am using the Windows 10 Mail version if that helps any. I'm at a loss with this problem and any suggestions would be greatly appreciated.

Thanks for your suggestions Ken. I tried them but I still cannot email new additions to my contacts list

 

Cannot add contacts personal folders to address book in Outlook 2016

Many thanks for all your suggestions, HippsieGypsie, but nothing seems to be working. I cannot delete my folder so I have to keep trying to get it included in the list of available address books. My contacts are all in the Contacts - Personal Folders, but this list is not included amongst those offered by Outlook as a default address book.
