Windows 10: Cannot update to "2023-01 Cumulative Update for Windows 11 Version 22H2 for x64-based...

I cannot update to "2023-01 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems KB5022303" It downloads, installs, asks me to reboot but about 96-96% during the reboot it'll say something along the lines of "Something didn't go as planned. No need to worry--undoing changes." I tried everything I could find on a google search with similar issues. SFC /Scannow, the DISM. I ran troubleshooter for windows update, it saw an issue, said it was fixed but it didn't fix my current issue. I did try installing the update outside of the windows update, same issue. i also was going to try

Motherboard- Z490 gaming plus

HDD Seagate 2Tb

Geforce 1650

Any help with this would be greatly appreciated I have exhausted every avenue possible to try and fix this and it keeps failing the install, sometime the download as well.
