Windows 10: Cannot update Windows 10 2004 due to 0x8007001F - 0x20006

To make a long story short, my Windows 10 Home has not run a successful Windows Update since December 2020. If I tell Windows Update to install updates, they fail with a 0x800f0805 error, so it cannot download updates from KB5000802 or KB4023057. Trying to perform the product update for 20H2 also fails.


I tried manually installing them using the Windows Update catalog, but all I got, no matter what I chose for my system running x64 version 2004 19041.685 is a "update is not for this computer" error. Tried, DISM, resetting WU, SFC, etc, nothing worked.


Trying the Media Creation tool for 20H2 did not work - the update gets literally to 1 percent then insta-reboots saying "Undoing changes to your computer".


I've been working on this all day, and I believe I have found a major part, if not the cause of the issues:


In the registry editor, it shows Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\Packages is EMPTY; no subkeys. The Windows Features box under Optional Features in Settings is also totally empty.


However, if I look in C:\Windows\servicing\Packages; it's got quite a lot of files in there. Is there a way to make Windows 10 rebuild that empty registry key?

Windows 10 Update fails with error 0x8007001F - 0x20006

Hi there,

I have been trying for two days to upgrade my HP Zbook laptop from Windows 7 to Windows 10. I used the media creation tool on the following link: Download Windows 10.
I have tried about five times now and keep getting the following error message:

"We couldn't install Windows 10. We've set your PC back to the way it was right before you started installing Windows 10.

0x8007001F - 0x20006

The installation failed in the SAFE-OS phase with an error during REPLICATE_OC operation"

The first time I tried to install it told me I had to uninstall HP Drive Encrypt, which I did, along with the HP Client Security Manager. I have tried at least 5 times, and followed some of the steps I found when googling: Windows 10 Update Error 0x8007001F - 0x20006: 5 Ways to Fix It.
Out of the following I was able to perform numbers 1, 3 and 4 (it would let me perform task 2).

• Fix 1: Use Windows Update Troubleshooter
• Fix 2: Reset Windows Update Components
• Fix 3: Clear Windows Update Cache
• Fix 4: Disable Your Antivirus and Firewall Temporarily
• Fix 5: Run Windows Updates in Clean Boot State

Before I try run in a clean boot state I was wondering if anyone can help point me in the right direction. I used the Media Creation tool to update my PC no problem - worked first time. I'm not sure if it's an HP issue or not, as I have always struggled
with windows updates on my laptop - sometimes it installs them sometimes it doesn't. Please see the error messages received when running Windows Update Troubleshooter:

0x8007001F - 0x20006 Can't update Windows 10

I've been trying for a while to update to the latest version of Windows 10. So far windows update will only say "A current driver on your PC may be better than the driver we're trying to install." No matter how much I retry this is the only result I get.
When using Windows 10 Update Assistant I get to the restart portion, then when the pc comes on again it reverts changes made and restarts again and I am back where I started.

Winver tells me I am on version Win10 Home 1709, which from what I can tell is what makes conventional upgrade methods fail. I followed the steps found on

this site, using ISO to upgrade, but then I get the error code 0x8007001F - 0x20006 after step 6 and the first restart. From what I can tell it starts the update, but stops on 0% and goes on to revert the changes before restarting again
and then I get the error code when I get to desktop along with the sentence
the installation has failed during SAFE_OS with error in operation REPLICATE_OC.

I followed the steps listed by Vijay_Verma and Sumit - Insider MVP under
this post but it changed nothing, I got the same error trying to update through ISO.
