Windows 10: Cannot upgrade to Windows 10 1903 - Error 0x80004005 -have tried all published fixes

Help - I have Windows 10, v1809. Got the prompt for v1903. Have tried installing/updating and keep getting failure of error code 0x80004005 at very end upon reboot.


Have tried every published fix and nothing works. Have tried a USB Media Creation Tool update and same failure.


Did run Microsoft SetUpDiag tool and got this from the log file:


Error: SetupDiag reports abrupt down-level failure.
