Windows 10: Cannot use msi installer in Windows 10 1809

Hi,

I have just made a fresh, clean install of Windows 10 1809 Home edition.
Then I tried to install a program which has an msi installer (LibreOffice) and I received the message:
"The System Administrator Has Set Policies to Prevent This Installation"
I googled a lot to find a solution but to no avail.
I tried the following:

• in the registry I created the key "Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Installer" under which I created the "DisableMSI" DWORD (32-bit) Value and tried setting it both to 0 or 1 with no result;
• in the registry, under the key "Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\msiserver" I created the "WOW64" DWORD (32-bit) Value and tried setting it both to 0 or 1 with no result;
• in the registry I deleted everything under the key "Computer\HKEY_CLASSES_ROOT\Installer\Products";
• running the installer as Administrator;
• setting the UAC level to the lower.

Of course I don't have gpedit.msc in my system as it is an Home Edition.

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

Installing Windows 10 on New PC?

I'm going to be building a new PC on Christmas and want to install Windows 10 on it. I have Windows 10 on my current PC, which I installed upgrading from 8.1 with the files on a USB. How do I go about installing a clean copy of Windows 10 on this new PC? I think I recall something about installing it once makes Microsoft recognize your hardware, but since this will be a PC I'm not sure what steps I need to take. Do I need to go 8.1 -> 10 or is there a method of going directly to 10?
