Windows 10: cannot use system restore i get .exe errors please help

ok so someone i know was using my cpu to trouble shoot his chromebook os and has downloaded the entrire os to my cpu in the meantime things started going wry i asked him to remove it to an external storage and then he did a system restore sadly i thought everything was ok then i started getting errors .exe errors and can't find how would you like to open this .exe like windows/system32/rstrui.exe system32/sdclt.exe when i try going online wirelessly ive done windows update trouble shooters etc i do not have an image backup or a windows disk and system restore throws errors can someone please

System restore error - can't open SR never mind use it?

Yes, I tried this too. Couldn't see the KB update in my list said to be guilty of this problem. Not that it matters, it would just force install it again anyway?

It is possible that the service of System Restore did not run right away. This can be the reason why you're seeing an error log in the Event Viewer. If you can use your computer smoothly and if you can run System Restore without any issues, it means that
the error that you saw in the Event Viewer is already resolved.

If you're having an issue using System Restore, there may be an issue with the hard drive of your computer. This may also be the reason why you're encountering the error code 0x80070057 in Event Viewer. We suggest that you run the "check disk" command to
check the hard drive of your computer. To do this, follow these steps:

• Right-click the Windows logo (Start button).
• Choose Command Prompt (Admin).
• In the command window, type chkdsk /f, and then press
  Enter.
• Press the letter "Y" on your keyboard, and then press Enter.
• Restart your computer start the "check disk" process.
