Windows 10: Cant able to turn on Bitlocker for my pendrive

I'm having trouble turning on the Bitlocker option for my Pendrive connected to my laptop.Getting Failed to open the BitLocker control panel tool. Error code: 0x80004005When I check the Device Encryption Support in the system info it says "Elevation Required to View"

We suggest doing the following steps again to resolve the issue. To complete the procedure, make sure that you have the following information:

• You must be able to provide administrative credentials.
• The drive must be BitLocker-protected.

To suspend BitLocker Drive Encryption on an operating system drive, please follow the steps below:

• Click Start, click Control Panel, click
  System and Security, and then click BitLocker Drive Encryption.
• Click Suspend Protection for the operating system drive.
• A message is displayed, informing you that your data will not be protected while BitLocker is suspended and asking if you want to suspend BitLocker Drive Encryption.
  
• Click Yes to continue and suspend BitLocker on the drive.

Turn of Bitlocker

I have an external USB drive encrypted with Bit locker

Was able to access it just fine with the password

Choose the “turn off BitLocker” option

It went through the steps of decrypting

The drive disappeared from the file manager when it returned it was still locked and the password I used prior no longer works from the command line. It says I have the wrong password

If I choose "Unlock Drive" from windows OS I get "The BitLocker Encryption on This Drive isn't Compatible with Your Version of Windows try a newer version"

How to safely store Bitlocker Recovery Keys on a USB pendrive?

I have a couple of Bitlocker Recovery Keys laying around for my machines which all have the Bitlocker Pre-Boot PIN local GPO enabled and running on them 24/7. The recovery keys are all on the same USB pen drive. I have this pen drive also encrypted by Bitlocker, but this means that from now on, I won't be able to copy Bitlocker Recovery Keys (.txt files) onto this pen drive due to the Bitlocker Encryption. Is there a convenient yet safe way to store keys on a pendrive but still have the pendrive fully encrypted 24/7?
