Windows 10: Can't access all programs and documents in both user and adm account.

    Is there a setting that will allow me to access all documents and and apps in both user account and administrator account? I can not find one!

    Sign-In Process Initialization Failure

    To the tech,

    I have had this same issue and non of the items solved the issue.

    Running HP Envy h8-1520 with 64bg memory 1t disk. I had this issue before and after I reset my system back to window 8.0 before any other printers, voice or support units were connected. It didn't start until window 10 was installed. The first time in
    windows 10 I lost the system functions, total failure, so I reset back to 8.0 using factory reset disc. It started just after I opened the second user account following my setup with my MSFT account. I was switching back and forth between the accounts adding
    my security stuff, and logoff one account, boom, go the the 90 second "sign-in" failed in win8.0 . Cleared the Profilelist "stat" value from 512 in both accounts, back to 0 and continued with no more "sign-in" following sign out. (using Regedit).

    The finished update to 8.1, and 10, I finished setting up my other two non-adm accounts and was setting up security, accessing the adm accounts when asked. When I signed out boom, got the 90 sec. box. I checked the "stat" in Profilelist and adm account
    was at 256, so reset it to "0" and no more 90 sec box, until I was in my non-adm account setting up adobe reader directing me to my to my adm account, logged out and boom, got my 90 sec box, checked my Profilelist "stat" and it was not zero, reset it to "0"
    and no 90 sec box.

    So I think the issue is with the authorization tool for allowing non-adm accounts to link to an adm account then it sets the "stat" to 1 hex, for each time it is used, causing the system to record a failure during sign in to an adm account to update the
    windows.

    all that would work, the problem was I could not access anything as the computer was locked and I had no access.

    the other user was a no adm, so I could add new user.

    I reinstall and now I use without a Microsoft account, so far it is working.
