Windows 10: Can't access any of the Windows services windows 10

I can't sign in to my Microsoft account through settings. The error says I am not connected to the internet. I can access my account through a browser but not through windows 10.I can't sign in to Cortana. Same error.I can't syn my account settings. Same error.Windows updates are not working. The downloading is stuck at 0 %.I can't use the Microsoft store. The error says connection error.None of the Microsoft apps works.Everything was working fine until I updated my windows probably a month ago. could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
