Windows 10: Can't access firewall log file without admin perms, despite being admin

I've had issues with admin permissions for a long time, just little popups here and there, sometimes I can't save files to a certain location, so i save it in another then move it back to where I originally intended. But today I can't get past not being able to view my firewall log file because I apparently dont have administrator permissions, I am the only account on the computer and I am listed as an administrator, I've tried every single fix I could find online, messing around with safe mode and the command prompt to no avail. I made a new local account, gave it administrator, and logged in

System Admin Shenanigans?

No problem chief its pretty simple to do but usually a multi stage process.

Create an admin account using the control panel.

Then log out and log into the new admin account so windows builds it.

Then log back out and log into the super admin account your currently on.

go into your user directory and copy all of your primary user folders copy everything [CTRL+A] and copy them via right click and copy.

then go into your NEW user account and paste and allow overwrite of all the folders and files.

after it is done log into the new account and make sure everything is working correctly. if it is go to your super admin user account folder and delete all of your private data pictures documents etc.

then open up a command prompt as administrator and type the following

net user Administrator /active:no

and hit enter.
