Windows 10: Can’t access my laptop because windows hello pin is unavailable

I am locked out of my laptop because “Something happened and your PIN isn’t available. Click to set up your PIN again.” When I press Set up my pin it loads for a little before going back to the same screen. After multiple attempts a pop up comes and says search for app in the store

It doesn’t give the other sign in options and it won’t let me set up my pin. I want avoid resetting by any means necessary because I have software that I have a product code for that I no longer have and don’t want to lose the software because I use it for my film production.

Using Win10 on an HP Pavillion Gaming Laptop

PIN went away. Now when I go into create a PIN I get "Something went wrong. Try again later". The step prior is: Start.>Settings>Accounts>Sign in Options>Windows Hello PIN and it reads "This options is currently unavailable - click to learn more". I
followed the steps suggested, but they don't work

• Open Settings.
• Select Accounts.
• Click Sign-in options.
• Click the Add button for the PIN and set your PIN.
• Do the same for the Windows Hello.

Windows Hello PIN now unavailable

Within the last week my Surface Pro 4 laptop operating under Windows 10 has stopped offering me my usual PIN sign-in and requires instead my MS password. Upon reviewing sign-in options I see that Windows Hello PIN is now unavailable. Has this been caused
by a recent update because even after uninstalling this week's updates, there's still no PIN option? Very frustrating.
