Windows 10: Can't access User Account Control (Win 10 Home)

1. I was not able to download a software to the Program Files folder because access was denied due to "You don’t have permission to save in this location. Contact the administrator to obtain permission..."

(I could download to a folder whose name is the same as the username of the only account that was created on the machine but wanted to download to program files...). So I did the following stupid thing: I changed the Account settings using "netplwiz" command at Run. Then I think I checked "Other" instead of "Administrator" in the Group Membership tab. I think I restarted the machine.


2. Now I can't access anything! I can't access UAC since whenever I try I get the message " To continue enter an admin user name and password" but the Yes button is grayed out. I also cannot download anything and get the same message but can't enter a username and passwd. I tried to reset this PC but end up withe same problem at some point.

I suggest you to Disable
the built in Administrator account in Windows 10, before disabling the account I suggest you to create a new account and then disable the account.

I suggest you to refer the steps below and check if it helps

• 
  Press Windows+ X, select
  Command Prompt, and then click Run as Administrator.
  
• 
  When you are prompted by User Account Control, click Continue.
  
• 
  At the command prompt, type net user administrator /active: no, and then press Enter.

To enable the User Account Control (UAC) on Windows 10, please follow these steps:

• Click the Start button, type UAC.
• Click Change User Account Control settings.
• Choose between two options to enable UAC:
  
  • Notify when apps try to make changes to your computer.
  • Always notify when installing or making any changes to your computer.
• Click OK.
• Click Yes or enter your password to finalize the change.

Steps to disable User Account Control (UAC).

• Click the Start button, type UAC.
• Click Change User Account Control settings.
• Click Yes or enter your password.
• Set the settings to Never notify.
• Click OK to save the settings.
