Windows 10: can't activate windows 10 0xC004C003

New PC, same hard drive. Reinstall Windows and wipe the old drive. Reuse the product license key. Windows can't activate error code: 0xC004C003. I click "troubleshoot" and then "I changed hardware on this device recently." The troubleshooter said that it couldn't use the key and asked me to sign into my microsoft account. It gave me an error code here, but I am not able to access it anymore as I have signed into my microsoft account. After signing in, I was told the following:"We can’t find any devices linked to your Microsoft account that can be used for reactivating the device you’re using

• Type Settings
• Navigate to Update and Security
• Click on Activation

Due to high demand for Windows 10 globally, few of us may experience a temporary delay in activation. For Activation Error 0xC004C003; request you to wait for 24 hours and Windows 10 should activate automatically without any issue on your machine
