Windows 10: can't boot normally into windows 10 after using driver verifier but can boot into safemode...

I used driver verifier and had BSOD a few times trying to boot, and now I can't boot in at all normally. I tried sfc/scannow and it said no integrity violations, I used dism.exe, and I tried using bootrec /fixboot,/fixmbr, and /rebuildbcd from a usb drive, and I don't think that did much. I've also tried shutting off driver verifier and that didn't work. When I tried to run startup repair it comes back saying it couldn't fix it and listed a path from H:, but the strange thing is I don't think I ever made an H: drive at all. I checked disk manager and it wasn't listed there either.

New gpu, fine in safemode, bsod on normal boot

Everything I've been able to do has been within safemode, the only radeon software I have is the driver that windows decided to install, and if I try to boot normally it's an instant bsod,

I still haven't tried disabling fast start up like was suggested earlier but I'll start with that when I get home

 

Networking in Safemode

I tried uninstalling and re-installing the adapter and it didn't work. I tried another suggestion I found doing a search. They suggested to click on the Network Icon before booting in to Safemode and connecting to the adapter. The only thing listed was Airplane mode. I guess Windows 10 will not initialize a wireless adapter in Safemode.

 

Can't login to Windows 10 Safemode using PIN. Is there a way to restore boot to normal mode?

In Windows 10, msconfig was used to set boot to Safemode. The Safemode login screen asks for a password and I only have a PIN. Is there a way to restore the boot configuration so that it will boot to normal mode, which will accept a PIN, in other words,
cancel the changes made via msconfig?
