    I can boot up my PC but then anything I do results in non responding screens so cant get into safe mode from there.

    Anything involving restart caudse hanging on 'restarting'

    Is there another way?

    Windows.old still appear after disk cleanup

    If CleanMgr from Command Prompt(admin) cant remove it, I'll usually just boot to Safe Mode and delete it.

    The System Repair Disc if not able to boot live from a usb flash drive or even 10 media originally used if any to see 10 go on if not from an online or Windows update type upgrade by way of the updates or Media Creation tool. Even mounting the "Windows.iso" file on a BD-CD Rom virtual drive can see an upgrade take place are the live boot options available. The Recovery Drive made with an 8gb or larger flash drive even made up when 10 was first out will suffice in order to boot live to the recovery options and repair tools if not going into the Safe mode.

    Since 10 is coming to everyone by updates the options in the two guides seen there were included in 10 since manufacturers even rarely included recovery media but offer their own tools for seeing recovery media made up for similar situations or when needing to use the Reset PC option to see everything wiped for a fresh start. The command prompt option as well as the Repair Start tools are included on the live recovery media.

    So those are the options but now you need to find out the WHYs as to why 10 will not start up normally. Was it a result of a bad install of some program? Or does the hard drive come in on this if hardware related? The description suggests the need to run the Disk Check tool however more then anything for the moment. If you have the 10 media and boot live you can open up the command prompt option and see that the Disk Check tool using the "chkdsk /r/f" R for Repair and F for Fix switches are both added into the command to be more thorough will see that scheduled to run on the startup to follow. Disk errors can be the cause for all kinds of buggyness in Windows.

    The other option you can only run while in Windows and with previous versions having the Windows dvd in the optical drive when going to run the System File Checker at the Run command line will search the system files for any corrupt or missing. When not able to replace any when and if finding some bad or missing you would previously have seen the prompting to toss the dvd in! 10 however if still present on the drive keeps the BT and WS temp install folders there for even considering an on the spot upgrade to repair or even right clicking on the 10 iso if already downloaded and saved to see a repair by upgrade take place.

    Here all 10 iso downloads excluding the older 10240, 10565, 10576 downloads back in the fall now seeing the Tech Bench as well as Media Creation tool's downloads for the Threshold 2 Update and having transferred the BT and WS folders over to the same 10 folders onto a secondary storage drive allows for mounting any 10 iso in order to see an inplace upgrade. The main still runs the TH2 while the second runs the latest Insider Preview build making this type of repair almost immediate without booting from any live media which unless you saw 10 downloaded and saved may have to see made up on another 10 machine if you can't get into the Control Panel>Backup & Restore section to see done.

    So in review booting live to the F8 options you are not able to get to as 10 starts up and the run of the SFC tool while in Windows along with scheduling the Disk Check either while booting live from the recovery media method or if you are able to open the right click on Start button menu and scroll down and open the Command prompt(admin) and type in the "chkdsk /r/f" command there to see the tool scheduled to run are some of the options you have. Since you are able to get to the 10 desktop I think scheduling that as the SFC tool would come first. Later the recovery media options would be available if you don't already have a 10 usb key made up.
