Windows 10: Can't change a firewall setting

I'm trying to change a firewall setting but can't. I looked it up since Microsoft seems to not care about actually helping people, I'm here hoping another customer can help me. I am already an administrator and still can't change the firewall setting and don't know where to go from here* Changed to a question* Original title: Administrator

To resolve your concern about the error code 0X8007042c, we suggest for you to follow these steps:

1. Go to Control Panel.

2. Search for Administrative Tools.

3. Select Services.

4. Find the following:

windows EventLog : running

Remote Procedure Call (RPC) : running

Windows Update : running

5. Set it to Automatic and Start Service.

6. Click Apply and OK then update.
