Windows 10: Can't change desktop wallpaper after connecting a second display, how to fix?

Windows 10 Home, RTX 3060ti GPU with Ryzen 5600G CPU.I recently connected a second display - a TV - using a DisplayPort cable to my GPU while my monitor was still connected to the motherboard DisplayPort outlet. I immediately experienced display issues, most of which I remedied except that my wallpaper set itself to black and I can no longer change the wallpaper to anything but solid colors.I disconnected the second display, restarted the PC, put the monitor display cable back into the motherboard port after having moved it to one of the GPU's ports, restarted again, and tried the TranscodedWa

As an initial troubleshooting step, I suggest you to restart the computer and check if you are able to successfully change the lock screen wallpaper.

  Personalize.

  Lock Screen in the left pane.

  And choose wallpaper you would like to apply for the lock screen by choosing the browse option.

Desktop wallpaper for new users

Hi Alaa,

Setting default users lets you specify the wallpaper on user's desktops and prevents other users from changing the image or its presentation. You can check these steps on how to set wallpapers from all users:

• Type run on the search bar and press Enter.
• On the window, type gpedit.msc and click OK.
• Locate and click Administrative Templates.
• Select Desktop > Desktop > Desktop Wallpaper.
• Tick Enabled, and name your wallpaper.
• Select Apply and click OK.

After performing the steps above, you may restart your PC.

Second monitor wallpaper resets wallpaper on startup

On startup, my second monitor wallpaper always changes to the wallpaper on my main wallpaper. This happens until I go on rearrange displays and move it slightly and click apply, which then displays the intended wallpaper on the second display. However,
currently I have to mess around with the display settings every single time i startup the pc, which is proving to be very annoying.
