Windows 10: Cant change display langauge

my pc always had display language of enlgish, after downloading a japanese keyboard, for some reason the whol display language changed to japanese. no language packs are showing preventing me from changing it back, despite me already having english language pack downloaded. whenever i try to download a language pack from the settings it just closes the language download window. i also tried downloading them from windows store but non of them show up in settings. hwo do i change back my display language

Display resolution keeps changing

It might be caused by a faulty driver that's why your display resolution keeps changing. We
suggest that you uninstall and reinstall the display driver, see steps below:

• Press Windows key + X and click on
  Device Manager.
• For graphics cards, expand the Display adapters category, right click your graphics card and select Uninstall.
• Restart your PC and Windows will attempt to reinstall the driver.
