Windows 10: Can't change input language at challenge phrase

I had a problem with windows 11 not changing input language with hotkeys, I tried every combination possible, but it simply wont change it. Language is also not shown at the bar. And it wouldnt be a major problem if i didnt put a book on keyboard during login, which locked me out from entering pin menu into challenge phrase. So I am stuck at this menu unable to switch input language to English, I tried onscreen keyboard but it wont switch it anyway! I dont know what to do. waiting a couple days also didnt work, it still gives me challenge phrase menu.

First, "Challenge Phrase" is a new approach taken by Microsoft to thwarting brute force attacks or cyber trespassers. This attack involves a simple process of trying all common or likely PIN codes over and over until the correct code is finally discovered.
When a PIN gets entered incorrectly four times in a row, users are sent to a different screen where they are requires to enter a specific phrase.

May I know what are you trying to do before the challenge phrase prompted?

And what do you mean by nothing happens? Did this mean you where directed to another windows?

Kindly give further details so I can suggest or give you a step by step procedure to fix this.

Do not have a Challenge phrase

Hi my daughter logs on to her laptop using a pin but her friend input the wrong pin several times and now we need a Challenge phrase. I set her laptop up and never entered a challenge phrase and I didnt have create an administrator logon. I have restarted
laptop several times but It keeps asking for a challenge phrase. Please help
