Windows 10: Can't change install location for Microsoft Apps

I have been trying to change the install location of my apps from my main ssd to a larger secondary drive but because of TrustedInstaller i don't have the permission to make this change. I have tried dozens of tutorials and suggestions online to rectify this but it still won't let me change my install location. Is my windows just broken? How do i fix this? and why is it so hard to change an install location!


I have error error 0x80070005 occur everytime.

App location is not able to change

Unable to change install location of apps for the store.

Steps to change location for downloaded files:

• Press Windows key form the keyboard, type Settings
  and select Settings.
• Click on System, click on Storage from the left pane, choose appropriate location in
  New apps will save to under Save locations.

How to change the geo-location

• Is the issue particular to Microsoft Edge or all browsers also?
• Have you installed all the pending updates?
• Have you made any recent changes prior to this issue
• Do you see the incorrect location on a specific website?

  Where did you input your town and post code to change the location?
  

I would like to let you know that the Microsoft Edge will detect the location that is configured on the system.

I suggest that you turn off and turn on the Location option in Settings. To do so, follow these steps.

• 
  Press Windows key + I to open Settings.
  
• 
  Click on Privacy on select Location
  tab.
  
• 
  Check if Location is turned ON.
  
• 
  If yes, turn it OFF and turn ON
