Windows 10: Cant change language from chinese to english after updating to windows 10 pro version

I bought Lenovo Laptop with Windows 10 home single language. Right now i updated it to windows 10 pro to change the language in to english. After downloading english pack and setting it as a default language some parts of the system are still in chinese language. Can someone help me to solve it >

Left click at Start button > Settings > Time & Language > left side, click Region & Language > right side, under Languages, click the + sign > scroll and find English > click it > select which English you want English (United Staes), English (United Kingdom), English (Canada) etc > click the selection >
You are now back on Time and language screen > click the English version you selected > click Option > language pack will be offered to you > install it.
When done, you will be back to Time & Language screen > right click the English > click Set as default.
You will have to restart the computer to initiate the switch from Japanese to English as display language.
You will find some items still carry Japanese language, but majority will be in English.

Hope this helps.

Surface Pro 3 English version to Chinese version

I bought a used Surface Pro 3 with Windows 10 Pro English version installed. I have installed the Chinese language package. I am planning to change my English Surface Pro 3 to Chinese Surface Pro 3. I have the following questions:

Q1:

I am wondering what are the differences between these two options:

1. Set the Chinese language as the default language and set Country to China on my existing installed English version Windows 10 Pro

2. download and fresh install the Windows 10 Pro Chinese version

Q2:

If I choose above option 2, since I have the Surface Pro 3, can I get the Window 10 Pro Chinese version free? If yes, where and how?
