    Can't change my language completely using Settings


    My problem is similar to this one -> Windows Control Panel doesn't have "Language" under the - Microsoft CommunitySince there is no "Advanced language settings" option anymore I can't completely change my language and welcome screens use the wrong one that was default before. I already changed the language everywhere I could but it didn't help at all.The first picture is what my settings look like now. And yet the second picture is what I see. Please help me fix this.

    Windows 8.1 update changed the language, can't change back

    Maybe, these will help... it seems it is a common enough problem.

    Language packs are no longer available after you upgrade to Windows 8.1

    And, sort of the same here --> Add a language or keyboard

    Change your Windows display language
    To change your Windows display language (that's the language you see most often in Windows and apps), first add a language, download and install the language pack, and then follow these steps.
    • Swipe in from the right edge of the screen, tap Settings, and then tap Change PC settings.
      (If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, click Settings, and then click Change PC settings.)
    • Tap or click Time and language, and then tap or click Region and language.
    • Tap or click the language that you want to set as your display language.
    • Tap or click Set as primary to move the language to the top of the list. If the language can become your Windows display language, you'll see Will be display language after next sign-in appear under the language.
    • Sign out and then sign back in to finish.

    Windows language not completely changed

    Language packs are getting better,in Windows 10 they are if you ask me, using several language packs, they are as close to perfect as possible.

    That being said, deep down some elements remain in original language. A good example in addition to those details you mentioned is Local Users and Groups manager (lusrmgr.msc); in screenshot you can see that although I have changed original German to English with a language pack, all user groups are still in German:

    This means that if I for instance would like to add a user to Remote Desktop Users, I would need to use group's German name Remotedesktopbenutzer instead.

    To completely change system and display language on an existing installation keeping your user account, personal files and installed applications, you need to force Windows to run the setup (OOBE) again. To do this, open Run dialog and type %windir%\system32\sysprep\sysprep.exe to open Sysprep:

    Accept defaults, click OK to start Sysprep:

    Sysprep will restart your PC, going through setup once again. After restart you will be asked which language you want to use to setup Windows, listing the original language (German in this case), and all installed languages (language packs, UK English in this example case). Select your preferred language:

    Set region and language preferences, click Next:

    Skip the product key, it will not be needed. An activated Windows will remain activated when sysprepped:

    You need to set up a temporary account, I in these cases set up a local account called Dummy:

    You can't use any existing user name; as I had a local user before Sysprep, setup will not accept it:

    That's it. When on desktop, sign out from temporary Dummy account, sign in to your original account and remove Dummy account.

    Looking the Local Users and Groups manager now you will see that even those group names have been changed to English:

    The two Start tile section headers are still in original language, change or remove them, as will be a few live tiles of native Windows apps. They will change to English when you start using them, or you can remove these tiles if they are not needed.

    Everything else is now in English. Don't forget to backup Windows before starting!

    I suggest you to Change settings that may block installation

    There are advanced language settings that may block the download of language packs. To revert these settings to their defaults values so that you can download language packs, follow these steps:


    • Open Control Panel. To do this, type Control Panel in the
      Search box, and then tap or click Control Panel in the search results list.

    • Tap or click Clock, Language and Region. (If you are viewing Control Panel in icon display, select
      Language, and then go to step 4.)

    • Tap or click Language.

    • Tap or click Advanced settings.

    • Examine the Override for Windows display language and
      Override for default input method lists. Make sure that the
      Use language list (recommended)
      option is selected for both lists
